David H. Baker
Candidate for
Town Councilman
David Baker is an extremely competent candidate for the Richmond Town Board with considerable experience, education, and a lifetime of knowledge about the town and lake. He is passionate about protecting and improving the town that his grandparents and extended family helped to develop back in the 1920’s when they constructed lake-front cottages, and where he and many relatives continue to reside and vacation on the lake today. David retired as a Major after a successful career in the Law Enforcement Division of the NYS Department of Environmental Conservation and is currently an instructor of conservation law at FLCC. His many years of work experience along with his education (BS and Master of Public Administration – SUNY Brockport), volunteer efforts on town boards and committees, service as a board member for a number of organizations, award-winning efforts as a certified mediator and arbitrator, budget management experience in the private and public sectors, and a proven ability to work successfully with government agencies at all levels aligns with his passion for people and sense of humor to define him as a well-rounded candidate who is dedicated to moving the town forward.
David is proud to have received endorsements and support from both the Ontario County Republican Committee and the Ontario County Conservative Committee. His platform includes fiscally-responsible town management, minimizing future town tax increases by working collaboratively with the fire commissioners and the Honeoye School Board, identifying ways to support and keep local businesses and residents, focused efforts on continuing to improve and protect the watershed, and working to improve quality of life for all residents however possible. David Baker states that he “looks forward to the opportunity to serve the people of this community and appreciates the support of those he would be honored to represent”.

I am currently in my 14th year of service beginning Jan.1st 2000, as a Richmond Town Councilperson. While serving on Town Board, I have served with 8 different Town Supervisors with 7 of them appointing me as their Deputy Supervisor. I have attended many training seminars in my years on Town Government. I co-chaired the Comprehensive Plan committee and we initiated the process of re writing and developing the current Town Comprehensive Plan in my first years on the Town Board.
I currently am president of D.G.Marshall, Inc., a residential construction company. I have 35 years of experience running a small business, in doing so I have a wealth of knowledge in dealing with customers, dealing with suppliers, working with employees, managing budgets, dealing with government agencies, working to a schedule, and be able to listen and communicate.
Living in Richmond my entire life I have been honored to be a part of our community. In raising 4 wonderful children here, I have been involved in the local youth organizations, along with coaching youth baseball starting with T-ball through the Majors. Was a member of the Honeoye Chamber of Commerce, when it was an active community group supporting local businesses. I was honored to be a member of the Honeoye Lake Rotary Club, putting in many volunteer hours around our community, building an addition on the library, installing a playground at Sandy Bottom, building a skate park, installing park benches on Main Street and the Gazebo, painting the fence at the cemetery, and the many other projects and fund raisers.
The quality of our lake water and the condition of our lake has always been a concern for me and the boards I have worked with. Many years ago, The Town Board established a lake quality reserve account so we could each year save some money for a future project to enhance our lake water quality. As Town Supervisor I would make this a priority for funding. I would also continue the Towns support of the Honeoye Lake Watershed Task Force, the HVA and any group or individual working to improve our lake.
A big concern and issue that our community has been faced with in the more recent years is the big rain flash flood events, we certainly can not control Mother Nature but we can take steps to be better prepared if it happens again. We must take what ever steps necessary to try to prevent our businesses and residents from being flooded. I will work with government officials and agencies to try to find a solution and possible funding.
Another issue facing our community is need for improvements to our parks, buildings, sidewalks, highway culverts. As Town Supervisor I will continue to pursue other funding avenues. I will work with our State leaders to seek funding assistance as we have in the past, as Supervisor Angelo did with Senator Rich Funke, highway Supervisor Tom Fleig did with Assemblyman Brian Kolb for the Allens Hill Rd culvert replacement, and the many projects Ontario County Soil and Water has partnered with the Town on for many years. Also I will work through our budgeting process to make sure we have a plan in place to maintain and improve our Town assets.
During his tenure as a member of the Richmond Town Board, Steve Barnhoorn has worked tirelessly to protect citizens’ interests. A lifelong resident of Honeoye, Steve’s local leadership is inspired by his love and knowledge of the community and passion for public service.
